Politically: Windows is the mainstream OS if we like it or not. Mono

I don't know if there are any good since I gathered experience with .NET and
C# only.
In addition there are free Component Pascal compilers for the .Net framework
and JVM.

My simple thoughts therefore: Why not re-write the low-level modules of
Blackbox and make it work on those existing technologies? Having something
portable between JVM and .Net would certainly be worthwhile.
The difficult part of learning a new programming environment is not the
language comprising of a few keywords but the huge and complicated
collection of libraries interacting with each other.
Of course we all know, the world were a better place if everybody would
program in Oberon:)
