You can insert a ruler in your text, add your tab stops to it, select the
ruler as a singleton (with Alt-click) and run the menu command Text->Make
default ruler. After that you can erase the ruler; tab stops are still
working. But, why don't you just use rulers? They may be hidden and with
them you can easily change your layout.
