I found one very good company there: 8GB for $3.25/m, excellent reputation and technical parameters.

        As Roman mention, we need to chose hosting. Douglas position it should be neutral hosting. That countries it should be?
        
        
        I am suggesting to make new scale-server in clodo.ru. That allows to spend minimum money: http://www.clodo.ru/scale-server/ (in Russian) Pay only for used CPU, memory and traffic. I can cost only 2$ per month sometimes.
