  The grant work plan is proposed prior to being awarded the grant. One
then has to stick to it very closely. Another limitation is that all the
work has to be done in the US.

I think that one has to be creative in approaching the grant
opportunities. Several times per year there are grant solicitations in the
US, targeting both the academic sector and the industry. I bet similar
solicitations are posted in the EU. I somehow doubt that former Eastern
Block is providing its own opportunities. A relevant example can be
Poland, whose R&D budget is about three times lower than the EU average. I
suspect that Russia is more similar to Poland than the US in this respect.

One has to think creatively, how to cast the Wirthian advantage which we
all know into some sort of a visionary response to the government needs.
One can then bid on grant money. However, in any case the bid must be
"responsive" to the need expressed by the governmental agencies.

All these details can be found in the grant manual posted alongside the
grant solicitation on http://science.energy.gov/sbir/. There is a
"webinar" there which is worth watching. Other agencies like NIH or NSF
also post similar opportunities. I think that the SBIR program is a
positive example which could be emulated in all countries everywhere.
