Win3.1 vs 95 linking

Hello all,
I have an application that I linked with Windows 95. I got
this message from a user:

> excellent book. I downloaded Pep6 and ran it on Win95 but
> it would not run on Win 3.1 (required a module oledlg.dll).

Apparently, the linked app runs under Win95 and NT, but at
least for this user not under 3.1.

Is there a different set of modules I must link for 3.1 users?
If so, how do the modules differ from the ones for 95/NT?
