I agree. The biggest problem on international projects is language and culture.
project managers without international experience believe on the myth of cheap developments in India, but experience shows that costs go through the roof because of misunderstandings.
Even people of the same language (f.i. Germans and Austrians, UK and US,...) can have a hard time Understanding subtleties.
Apodictical or imperialistic tones are just a few of the possible problems.

I am forced to add a comment.
I've been worried for a while about inadequate styles of the Russian participants' messages (I recall some in the past that sounded rude with no offence actually intended, etc.).
Most Russians can neither speak nor write the international pidgin English.
Worst of all, they lack international experience sourly, with all the perspectives distorted as a result.
All I can suggest is to consider them (the messages) as an automatically translated output of an experimental artificial intelligence message generating tool.
To my fellow Russians I suggest to avoid being fancy, familiar or ... official in their messages at all costs, to invest more time into English grammar, and to get the best English vocabularies with word use examples (Fowler's Learner's Dictionary etc.).
This communication barrier is actually a serious issue.
Let us hope things will be improving in this respect.
